University of Delhi provides B.A. (H) Psychology course based on 12th marks of best four subjects. There are many colleges that come under DU, as it is famously called, provide B.A. (H) Psychology course.
Admission to DU is based on the cut-off. Cut-off is a benchmark percentage set for admitting students in the course. For example-

Lets take the case from above Mark sheet. The student has scored 88.6% in her 12th. Her percentage of best four subjects is 92%, after eliminating marks of History. Now she looks for a college in DU for admission, so she will have to look for the cut off percentage of those colleges that have cut-off either 92% or in the window of 92%, for eg- 90-92%, or 92%-93%, or 91-93%. If the cut-off of XYZ college takes students who have scored 92% (remember marks of best four subjects) then she can go to that college for taking admission.
However if the cut-off is either below of above 92% then this student will not be eligible for taking admission in that college. For eg- if the cut-off is 90-91% or 95-97% then this student will not be eligible for taking admission in these colleges.
There are 17 colleges in DU that provide B.A. (H) Psychology course. You can apply in the college that has cut-off under which your marks fall in. DU takes out many lists of cut-offs. So for instance there are 60 seats for psychology course in XYZ college. This college takes out cut-off of 95-96%, but the number of students that comes for admissions is 30 only so there are still 30 seats left in that college. In order to fill those remaining 30 seats this college will decrease there cut-off in second round. So it may release a new cut-off of 93-95%, but they could not fill all 30 seats and thus will take out a third cut-off list that can be 92%. So the above student who was not eligible for admission in this college in the first cut-off is now eligible in third cut-off. Thus you might get admission in your desired college if not in first then in second or third cut-off. So keep looking for cut-offs on DU website http://du.ac.in.
Also DU being a government university takes out separate cut-off for General, OBC, SC and ST category. They might introduce some new category based on current laws. The cut-offs of OBC, SC & ST, EWS & Kashmiri Migrants category is below than general category for the same course.
Let me know in comment section if you want to know more about detailed admission process in University of Delhi.
Ambedkar University is established by Government of Delhi. This university is comparatively new than DU. It has its main campus located at Kashmere Gate, Delhi. It has recently opened a new campus at Karampura, New Delhi.
Ambedkar university currently provides B.A. (H) Psychology course only at its Kashmere Gate campus. It has only 35 seats to offer which is way less than the number of seats available in DU. The reason for this low number of seats is that psychology course is provided at one campus only and currently it has no other college associated with it.
The fees for this course is almost the same as of psychology course in DU. In Ambedkar university the fees is above 1 lakh for the full course of 6 semester.
Jamia Millia Islamia is again a central university. This university offers 42 seats in B.A. (H) Psychology course. Admission to this university takes place based on the performance of entrance test conducted by the university. The fees is also minimal for the course. The university being a minority university, have the right to keep reservation for Muslim minorities.
The syllabus for entrance test syllabus can be found here https://www.jmi.ac.in/upload/programme/ets_fss_psy_ba_psychology.pdf.
Indira Gandhi National Open University (IGNOU) is a central open university in Delhi. It provides B.A. in Psychology. It is similar to B.A. (H) Psychology. But the degree you get is not hons.
